Ukraine's military has grown dependent on Starlink for controlling drones, coordinating ground operations, and maintaining communications across contested territory since Russia's 2022 invasion—but repeated service disruptions tied to Elon Musk's political decisions have forced the country to urgently develop alternatives. The U.S. and European allies have funded tens of thousands of Starlink terminals for Ukrainian forces, yet SpaceX has periodically restricted access, most notably blocking long-range drone strikes in 2023 and cutting off all non-whitelisted terminals in early 2026. With Starlink proving unreliable, Ukrainian defense companies are now accelerating deployment of drones and ground systems that operate independently of satellite internet, reducing reliance on a service that, despite its capabilities, has become strategically unpredictable.
